Jim Borsig is a native of Jackson, Mississippi. He holds the Bachelor of Science and the Master of Science degree from the University of Southern Mississippi, and the Ph.D. in Public Policy and Administration from Mississippi State University. He completed the Senior Executive Institute at the Weldon Cooper Center for Public Service at the University of Virginia.

His work experience includes senior management positions in local government, higher education, and the not-for-profit sector. He is a certified planner and member of the American Institute of Certified Planners.

He is married to the former Janis Bucklew of Seminary, Mississippi, and has two step-children Ben and Beth.
